floor bubbles, DPM damage

Hi Folks,

To cut a long story short me and my other half had the wetroom pulled out and a bath fitted with the floor leveled.

When we put Vynl down on straight onto the concrete it has massive bubbles everywhere and when we push them down more form - I think the concrete might be damp.

Not sure if its actually a rising damp issue but before we put the new floor down we took up the old wetroom plastic floor.

Can someone one tell me what the floor was in the picture. The vynil stuck to it and stayed flat for years but the second we put it on the concrete it bubbles.

Could that wetroom stuff have been a surface DPM?

Any suggestions as we would rather have a new DPM thing put down than rip up the floor.
