Fluidmaster fill valve

Hi

I've fitted one and have a problem. In the instructions it says 'Replace TOP by engaging lugs and rotating 1/8 turn clockwise. MAKE
CERTAIN TOP IS TURNED TO THE LOCKED POSITION. VALVE MAY
NOT TURN ON IF TOP IS NOT FULLY TO THE LOCKED POSITION.

when I do this no water flows out. If I only turn the top a tiny bit, so its only just attached water comes out but slowly. Do you think its a pressure problem ? Its fed from a tank at about 7 foot, the same as the bath and sink which have no pressure problems.
