How do you re-washer this do I need to remove the metal rod to remove the plastic cover?

Not entirely sure, but it's either a slight turn and lift off or just lift off. Maybe this can help?

I have.
The fill valve is white with green top in picture.
The syphon is black.
You saying that green top unit is the syphon?

Every time I changed a washer or seal on fill valves and syphon, it leaked.
I now just change the whole assembly; only a few quid and works first time.
I do not buy Fluidmaster fill valves anymore after I had a couple of them failing very early.

The syphon is the flush/dump valve.
The fill valve is the black one with the float arm
