When you try and bleed an upstairs rad do you get air and water out?

If so sounds like an air lock somewhere. Try bleeding the pump at the screw on the front. If you have motorised valves did you manually set them open before filling system?

Iv closed all the rads tried opening them one by one from the last one on the system not even the pipes are getting hot only the ones in the tank cupboard around the pump

I removed that front screw see if pump was spinning seams to be and no thay were left on auto

Can you get water out of the rads' bleed nipples? Air?
If so it's filling OK. If not it's not!

Open the valve to the hot water cylinder and run the hot water demand with the boiler switched off, continue to bleed air from the high spots around the cylinder until circulation is restored. Then switch on the boiler and verify hot water is circulating in the pipes.
After that it's a case of sequentially bleeding rads by shutting the flow valve on each to encourage water back up the return (and air with it). Then turn on the heating side.

This problem sounds like the result of a badly designed system.

When you fill your system up you should put the valves into the manual open position first, pull or push the silver lever and click into holding position, then fill ;)
