Foil backed underlay necessary?

If you're putting down an engineered wood floor on top of original pine floorboards (ground floor) do you need foil backed underlay?

Got two quotes from different floor installers - one going to use Timber Tec OX2 foil backed underlay, the other going to use cush 'n' wood 4mm underlay. Is the foil backed one necessary for damp protection? Any difference?
