The plans for my extension refer to tying in the new foundations to the existing ones with "900mm dowels". It doesn't specify number or spacing or size . Is using dowels a normal practice? Can I buy them a local builder's merchant?

The dowels are simply steel bars - usually around 12mm diameter - grouted into the existing foundation, and left protruding so that the new concrete can be cast around them, so that the whole foundation acts as one.

However, 900 seems very long. Unless your foundation loads are for a ten-storey block of flats, normally, you would resin-fix the bars into holes drilled no more than 150 into the existing concrete, and leave around 300 projecting, ready for the new concrete.

You need to check this with your designer/SE as regards the reason why 900 long, and also check the spacings, bar diameter, drilling depth etc.
"900mm dowels" is just too sloppy.
