Foundation problem

I was walking around my house and noticed on the outside that the siding was quite far from the foundation. Looking from the ground up, I can see the wood that is suppose to be on the cement. The deepest are seems to be about 1 inches. The inside basement wall is finsihed so I cannot see what the wall looks like from the outside..

Can someone provide some advice on what I should do? Is this normal for a house, or is this a sign of a foundation problem. I have attached a picture.

you'll have the wall plate on the wall, then the plywood on that ( possibly ) and then the cladding on that..
the bottom of the bottom course will be on a timber batten sometimes called a kicker, so that it sits at the right angle for the next course to lap over it properly..

at least that's how they explain it on This Old House and all those other type shows from over there..
