I have 3 light brown tiled steps leading to my front door whch I think are quarry tiles. They need to be refurbished to re-grout and remove what looks like mortar.
Any advice please?

this may sound daft but are you saying you are wanting to take the tiles up clean them up then lay them again?

I think he means splashed by mortar. Try scrubbing them.

My take is that the poster wishes to remove the grout (which he thinks is mortar) and wants to replace it.
The simple answer is that the grout/mortar needs to be mechanically removed by angle grinder/fein multimaster(hire). You would then re-grout with a suitable grout.
