I've had a damp guy in regarding a dpc. He mentions suspected fungal decay in joists but as not lifted the floorboards to find out. Is it any way he could tell this without lifting floorboards?
A well experienced guy could probably smell the problem (me old dad could!) but lifting a few boards is the only sure way to find out where and how much.

If my car developed a clunking noise at the front end and I took it into a garage, I'd be suspicious of a mechanic who diagnosed the fault without either lifting the bonnet or looking underneath.
be wary,he may be trying to make the job a bigger 1 then needed,just be cautious.
you can smell rot,dry rot is more noticeable.
i used to work with a surveyor who used to walk into a room,and jump on the floor at various points and say what his recommendations were.
when i then lifted the boards up to carry out repairs he was spot on with the diagnostic.
