I presume underneath the bath is a prohibited zone but what if the spur is in a wooden cupboard with a door under the bath....still prohibited?, standard 240v. Just needing to advise someone else.

If you have a bath panel which is only removable with the use of a tool then under the bath is not a restricted zone so a spur is fine.

I presume you mean a Fused Connection Unit; the cable is the spur.

A tool such as a screwdriver?, Its the power switch to the boiler in a little wooden cupboard under the bath

Yes, screwdriver counts.

Silly place for the Boiler switch but not against any regulation, as such.

Where is the boiler? Under the bath is a stupid place to to have the boiler switch, it should be accessible and within reach of the boiler.
