Galaxy G3-520 & AG8 power issues

While working on my Galaxy panel recently I had to cut the power & disconnect the battery as I was adding in some new keypads.
Before cutting power I spared out the AG8 bell in the Engineering Menu>Outputs menu. Verified the alarm did not sound by triggering an intrusion (Part set then open the front door) and the AG8 did not sound. I had not spared out the strobe and this was flashing as I expected.

Thinking everything was OK I killed the power and of course the AG8 sounded. Now those things are loud and I had to wait for the Galaxy to boot up after re-applying power to reset it.

The only way I seem to be able to stop the AG8 from sounding is to disconnect the internal battery jumper before killing the power.

Now I thought that by sparing out the Bell this would stop the AG8 from sounding.
Is this normal?

It's normal. The sounder requires 12v for hold off, or it will power the siren from battery for ~15 mins.
