Gap around boiler flue

You've asked this before. Sand/cement or plaster as it is plasterboard.

Would it have been left like that for any safety reason? I was thinking like if the flue got blocked outside for any reason then it would flow out from these gaps internally would it not, or is that not feasible?

No, not at all. Just fill in the gaps around the flue.

Doesnt matter how deep it is, you just seal the gap to the fabric of the building, dont use expanding foam it is horrible stuff

Here is the external flue from outside, does it look ok re sealing etc?

you will have to pull the weather collar forward or remove to see what the gap is like , but they can all be sealed , hardly a big job

Did you see the interior pic though or are you referring to the external only?

Only reason I posted the external flue was that I read that it's important not to let water through if it ain't sealed.

Fold back the rubber collar and seal any gaps. It really is quite simple.

NO, you pull the weather collar forward and seal the gap behind it , kinda thought you were not understanding what needs to be done
