Put a thick pencil flat on the floor, rub it along the floor drawing a line on the skirting, remove and cut the skirting (with a downwards pointing blade on a jigsaw) to profile the skirt to the floor then refit the skirting. consider not joining the skirt to the floor with a sealant or glue.. Temperature/moisture changes in the floor will cause it to expand and contract, which will rive on the skirting if it's glued
