garage can't solve revving issue

my VW golf match year 03 has been in and out the garage over the last 3 weeks. The problem is intermittent: upon starting the engine the car revs by itself, I can hear and feel it revving and the Rev counter is going up and down. When I drive off it lurches along very slowly, has no real power and won't get up speed. The garage has changed the throttle housing. it was fine for 3 days then the problem recurred. The mechanic has not experienced the fault directly as it has always started fine when he's had it. Any ideas?

Have you left it at the garage for them to do a cold start?
Sounds a bit like an auto choke playing up till warm perhaps.
 
yes today is it's 3rd day at the garage- yet to hear from them!
 
Technology is great till in goes wrong ain't it:(

Ordinarily id be looking for a vacuum leak of some description such as a detached hose etc but i would expect your garages to have ruled this out.
It could also be that the car needs to learn the new throttle body. I would try clearing out any fault codes from the ecu and then go for a run rather than let it just sit idling
You could also try disconnecting the battery for a few mins and then start and go for a run.
