Garage gutters

I've been cleaning out my garage gutters, and there are loads of these things lying in the gutter ( see picture). It looks as though they've fallen out from under the tiles.

Can anyone tell me what they are and suggest what my next step should be?
I'm assuming just ignoring it is not an option.

Eave filler units, slot into the profile of the tile to stop birds nesting etc.
