Garage roof Flat to pitched do i need permission

I'm planning on pitching my garage roof the construction will be mono pitch at 4.5m spa length at a 20% pitch
It will not block light to other property's what so ever.
So do i need to inform the council..

Where is the garage located in respect to boundaries to neighbouring properties or land?
And how high will structure be in total at the highest point?
 
it will be on the boundary line back of the structure the vertical part which will be pvc shiplap cladded, will be facing the neighbours back yard.
total height from ground level to top of mono pitch will be 3.8 metres.

If in doubt, ask because even though that may open up a can of worms, it's better to go down that route than commence work on site to find you've been reported for unauthorised works and a planning officer popping their head by.
 
cheers for that.not sure if iv'e got wires crossed with measurement's
while standing on the single story flat garage roof.
The highest point will be 1.3m down to 0 at the eaves...
