Flow switches like to work when there is a natural gravity flow of water -or at least they do so in your situation.
How about a submersible pump, which is turned on by a suitable manual switch?

If a rain water tank, then yes, a submersible pump (www.rainwaterharvesting.co.uk has some F-line tanks with such pumps). I'm just wondering how I could achieve the same if I had a bore hole. Trying to think of a way of getting a pump to work if the tap is opened.
