Garden Patio railings/balustrade issue

Hello,

I have moved into a property for which I am looking at finishing off patio railings/balustrade.
I know the front wall has a drop greater than 60cm and half of the stairs on the left also have a drop greater than 60cm.

Looking at the regulations I believe I need a railing/balustrade of 1.1m . This is not possible as the brick posts on the edges only measure 60cm high so the railings/balustrade would go higher than them.

My question is do the regulations apply here, and if so how can I work around this?

No regulations apply to garden work like that.
