Garden Patio railings/balustrade dilemma

Hello,

I have moved into a property and am looking at finishing off patio railings/balustrade.
I know the front wall has a drop greater than 60cm and half of the stairs on the left also have a drop greater than 60cm.

Looking at the regulationsI believe I need a railing/balustrade of 1.1m . This is not possible as the brick posts on the edges is only measure 60cm high so the railings/balustrade would go higher than them.

My question is do the regulations apply here, and if so how can I work around this?

Regs don’t apply here. Gardens walls etc not covered by regs. So making them safer, would probably, looking at your picture, be a balance between aesthetics and safety.
