Garden project - sleeper wall and fence

Hi All,

I'm planning a small DIY project in the garden where I would like to add sleepers to the existing concrete wall and later fix the decking fence to those sleepers.
Was thinking of two layers of 100x200x2400mm sleepers laid on the 200mm side.

Not sure what would be the best method to fix the sleepers to the concrete wall?
And how to later fix the decking fence posts to these sleepers?

Any suggestions would be appreciated
