Gas boiler whistling flame!??

The flame on my gas boiler sometimes whistles. Could this be due to a lack of ventilation / air flow around the boiler? The boiler is in a cabinet which is not very well ventilated. Are there any guidelines on air flow and ventilation on gas boilers?
