assuming it is a new boiler as "installed" not moved as per the op.

you cannot buy a new open flue combi in the uk legally.

George are you saying a room sealed boiler CANNOT be fitted in a bedroom or do you suggest they SHOULD not? a negative pressure RS boiler with a leaking seal will draw air into the combustion chamber and out of the flue rather than allow POC's to enter the room, and as it is allowed by the GSIUR we must assume it is OK to do so.
