Gas central Heating in the freeze

I'm in a second floor, top floor flat in north London. I have an old gas central heating boiler. The radiators are cold despite the system meant to be working. The pilot light is out and won't come on. The boiler is silent. I now see icicles up to two feet long have developed all along the outside guttering and an outside overflow pipe from the roof (can't be certain it's mine) is frozen with ice coming from it. What is the likely cause of this and do I need an emergency call out plumber or can it wait until daytime? What should I do to prevent damage? Looking forward to your advice. Garry1nBushey.
 
find a small independent guy/gal RGI they will hopefully help you without turning you over
avoid the aaaaaaaaaaaaaaaa.fastplumberripyou.co type ads in yellow pages and go for an established gassafe company in your area.
 
Surproised the £84 fix all expert is not offering his services
