Gas hob burner won't ignite

I got a Whirlpool gas hob. It got 4 burners and the biggest one refuse to ignite from time to time. Tried to move the cover about and it will ignite eventually. There is gas and there is spark. I have checked the cover and the "burner" and there doesn't seems to be anything blocking it. All the other 3 working perfectly.

This is very annoying and could be quite dangerous. Can I replace the cover and the "burner"?
