how can you tell from the data plate on a boiler wheater it has a positive or negative heat exchanger?????

don't understand your question.
are you referring to fan flued boilers & as to whether the case is under + or - pressure ?
if so that info would not be on the data plate.
but looking at the boiler would tell you.
