Getting a fence panel between two tight posts

Old panel blew down. This fence panel I am trying to fit won't butt up at the bottom. Is it just a case of digging it out more. There is a bit of a gap at bottom on other side. Also, if it just won't fit, can you sand or saw one end down?

It is a panel divided into two bits by a piece of baton but all the other panels have three bits. Is this acceptable for a customer? My mate won't care o his rental property, but for future reference.

Not sure exactly the situation but you can modify the fence panel as you see fit as long as you don't damage the integrity or you strengthen it.
Sounds like the posts have both tilted making a parallelogram. Ideally you could resolve that if it's too severe.
Regarding non matching panels it's up to the customer, just ask if they want matching and charge accordingly
 
Mark the two posts every 12" and measure the gap so that you can draw out the shape.
If it is a small amount you can saw a thin strip off.

If it needs bigger adjustment, add a couple of temporary strips on either side with clamps or screws and take off/adjust the original strip
