Getting a nice finnish between a painted wall and tiles

Hi guys

This is my first time on here so hope I am posting in the right place. I have just had a new bathroom installed with the walls tiled up to 1.25m and then planning to paint the wall above that. The tiles are white with black grouting and the wall above will be painted white. Where the guys have siliconed the top of the tiles while the grouting was still not dry, the black grouting has made nasty black lines in the white silicone. I wan tot get a nice clean finnish and my question is;
Should i put another layer of white silicone over the old one and then paint or should i paint and then finnish off with a nice neat line of silicone?

Any help would be much appreciated.

Get the people back who did the tiling and grouting and get them to redo the work if you are not satisfied.
