Getting rid of green moss like layer

Have a layer of green moss like weed in garden. It has grown as bare soil was left when shrubs dug up.

Now I want to to get rid and reseed. I have put some evergreen all in one down but it has not done anything. I want to reseed all the patchy bits and the plan is to rake in some topsoil and seed. Can this be done over the moss or is it best to take top layer off and rake in more topsoil.

Same question with existing soil, its not the best so will small layer of topsoil be enough or is it best to take a layer up and replace with topsoil and seed.
