Ghosting? Help!

Bedroom wall. Think it’s caused by daughter lighting candles. Only appears on outside wall. The wall has a thin paper on it. So far tried washing and vacuuming it before painting but only making it worse.

no don’t think so it’s only down where the nails are in the plasterboard. Smudged when I tried to clean it
 
Maybe you need a primer of something to stop the stains coming through.
