Maybe the people of Gibraltar, and Spain, are taking back control.

A continuing border dispute would enable Spain to veto any future attempts by England to rejoin the EU. You'll remember that Spain had to settle with UK before they were allowed to join, because UK, as a member, had a right of veto. Just like it used to have with, for example, Turkey.
