Has anybody have any ideas why i have very little heat from the boiler to the rads the flow from the boiler to the cylinder is luke warm. The boiler is about 15 years old. pumped heating and hot water through two M/Valves. My thoughts New boiler stat ?

Boiler does not come up to temperture. Now stopped hwater to cylinder via the programer, rads get a little hotter i am at a loss!!!!
pull the stat 
and see if it then gets hot
and see if it then gets hot
