I am getting the intermittent flashing lights which suggests blockage. The fan tries to spin then jams. Switched the boiler off and tried to free it by manually spinning. It almost immediately stops. Would it normally spin freely if the fan was fine?

Yes, but you should get a pro in to check that your boiler is safe after you have removed the combustion cover.
