Gluing secondary glazing strips

Hi all. I put secondary glazing on all our sash windows last year, using magnetic strips and acrylic sheets. On almost all the frames the self-adhesion on the metal strip (which sticks to the painted frame) has failed. Disappointing. Used two different makes, followed all the instructions scrupulously. So, I’ve now bought contact adhesive to stick the strips to the frames. Does anyone have any thoughts as to whether it will be a problem putting the contact adhesive on the failed, but still mildly sticky metal strip surface? Or would I have to somehow clean off the failed adhesive? Thanks in advance!

How old is the paint on the frames, and how did you prepare them?
 
The frames are all satin or gloss paint, all in very good condition, some recently painted, some not, washed thoroughly then cleaned with the wipes they provided. The strips applied then left to cure for 24 hours before clicking on the acrylic as instructed. 5 windows in different parts of the house, different sizes, all have failed at least in part (mostly towards the top) after about 9 months.
 
So is it that the paint came off? Or is it that the self adhesive stuff didn't stay stuck to the paint?

No, it’s just not a strong enough adhesion to hold over time
