Sounds like he was very close to crossing the line. So a friendly word of advice made him aware of how close he was sailing to the wind.

At one point an officer even read out the legislation Scotland Yard would arrest him with if he crossed the line into harassment.

Jut think how many crimes might be avoided if the police advised all criminals before they commited a crime.
