I'm wondering why, if the Government has the ability to 'cancel foreign aid contracts', it doesn't do so in times of fiscal hardship. The penalties of cancellation of such contracts, must be financially and politically prohibitive, yes?

With regard to foreign aid, the specific legislation you need to read is something called The International Development (Official Development Assistance Target) Act 2015. It sets out the requirement to spend 0.7%. If you go to section 3, it sets out the penalties for failing to meet the target. Oh wait.. it says there aren't any.

So it not an overseas commercial contract at all. It's under the auspices of an Act. Spending is or can be reduced but not arbitrarily cancelled - got it.

In terms of foreign aid spending, this statement...
How odd, the UK government demands right to terminate/termination for convenience in pretty much all its commercial dealings.

...is meaningless.
