its not the Goverment that gives you the casback its the green deal company and no catch , except for us tax payers cos we pay for it
green deal is a credit facility. you will have to pay the full amount plus interest back over the next X years through your own utility payments. The reduction in your energy usage is supposed to cover the repayments
No, you don't have to take out a Green Deal finance deal for this. It was one of the ways the Gov has modified the scheme because of the poor tack up. You can get cashback on various things See the FAQ:

A few things to note from that, you have to have the full Green Deal Assessment done, for a replacement boiler, you must e replacing an old non condensing boiler with a condensing one. If you don't have full loft and cavity wall insinuation you will have to get that as well
