If my ceiling lamp has a max 35w, can I use an LED bulb which is say 7w (equivalent to 60w) or do I need to stick to 3w (equal to 35w)?

you can use any lamp up to 35W
if you can find an LED that is 35W it will be blinking' bright, but safe

The wattage is the consumption of power, leading to heat.
An LED runs much more efficiently, per watt.
