Guidance on smoke alarms

Two story flat above a shop with a separate entrance.

One kitchen not studio flats

Four rooms one bathroom one kitchen

What is the requirement re fire detection.
Landlord has been advised by council that this 'could' be a HMO

Has been advised that smokes should be fitted in every bedroom and heat in kitchen.
No advice to put smokes in hallways.

It's very difficult to know what the actual requirements are
Since the house may be a HMO or let by a family.
But I think it makes sense to consider it a HMO

So what is needed
Smoke alarms in every room, is that really needed?
Smoke alarms on ground floor and upper floor landing and heat in kitchen.
Make sense.
Do they have to be interlinked?
Interlinked is good, but I would like to know what the actual requirement is.

I've read through so much info on web, but I get lost.
Is there a good site that gives clear guidance.
