Gutter Repairs - Damp Cause?

So we been notifed by the neighboors of the the below:

"I hope you are all well. x and I live at number x and we have recently had a damp survey due to damp in our vestibule. I have attached an image of what they believe to be the cause, which is a pipe that needs a small repair on your property."

We had a look and can see gutter might need readjustment - But curious to understand from Expert if gutter leak could be the cause of any damp? or if this would be more structural related to water being infiltered to the wall (maybe potential hidden cracks)

Looking at their building, it look very much needed maintenance so thought this would have been the first point of call rather than our gutter.

Happy to get anyone expertise.
PS no picture of the location of the damp and its exact location too by the way.

I'm a tradesman whose seen situations like yours go nasty or complicated (hence, expensive) so its best to get expertise from those with knowledge of such situations?


The rain water pipe in the pics is coming down from, presumably, the gutter at the front elevation main roof - so, presumably, its your responsibility to get the RWP & the main roof gutter fixed if that is part of your property or in your lease conditions?
 
The downpipe joints look like they are leaking, and one looks like it's upside down.
 
Looks like a roof garden above the vestibule

Get your raincoat and brolly, have a look when it's actually raining.

Glad I don't own any part of that building, it looks like a nightmare with all the ledges and bits of flat roof.
