as above youve not shown or said what type of brackets you have.
do you have any top fixing clips bein used?
cant see how the gutter base is somehow goin to be squeezed up?
for my money this is a matter of original incorrect instalation.
were the brackets fixed to a line or pieece by piece with a level?
levelin is useless - the fascia can have quirks that the line will even out.
you look along the bare fascia or similar before setting the line to pick up quirks - sometimes brackets have to be packed out.
how the fittins are fixed can have a bearin on the water tightness at the fittin.
