Halogen heater

My daughter is renting a flat,it has two double sockets in the living room and if i plug the heater in these it does not work yet if plugged into the sockets in the kitchen it does,there is also a socket in the passage way where it will not work either.The heater is 350watt,television and lamps and hair dryers all work in the said sockets any ideas before i get in touch with the letting agent to explain a possible problem.Thanks in advance.
 
If those results of working/not working are repeatable, then both the heater AND some of the sockets must be defective.

One explanation:
The heater plug is incorrectly wired with the heater between L and E. (instead of L & N)
The living room and passageway sockets have no earth connection, but the kitchen ones do.
The fusebox has no RCD.
 
I,ll check the fuse box to see whats in there,don't know about the heater being wrong have tried it home here and no problems,but will have the plug off to double check.
