I've read in a diy book that mains voltage spot lamps installed in the loft must have the insulation kep away for fire precautions. Can I still board the loft out covering over the spot lamps? Is this ok?

Yes, but there is a minimum distance of empty space that you must keep around each lamp.

Check out the manufacturer's instructions before you go ahead, because loft 'floor' joists are often shallower than those in other, lower, floors.
