Hanging a picture on a plasterboard wall with Celotex insulation behind

Hi All
Can anyone give advice on the best way to hang a picture on a plasterboard wall which has Celotex insulation behind it.

Normally I would use a Rawlplug hollow wall anchor but I’m concerned that the Celotex will prevent this setting properly!

The picture is not very heavy

+1. And, Wilko have much cheaper own brand ones... the 3M ones are pricey.

OTT for a simple frame , simple picture hook would do .
