Hard to reach wall

Anyone got any suggestions on how I could attach render board from above to a hard to reach wall? I can't get on the ground side of the wall, only access is from the top and its about 2 metres distance i need to reach down.

no photo as I'm away for work but I've crudely drawn it. Basically there's no way to place scaffolding below it so need to work out another way to access this wall...

Ask neighbor if you can put a tower scaffolding up.

Dont think it can be done - what if you drop something, or how will you fix the bottom of the boards? Maybe try and explain to them how terrible it will look and how it could go wrong if they dont let you have proper access to do it properly. Im certain neighbours must provide access for scaffold if its for urgent repair work. What are they really worried about? damaging some patio? accessing through their garden? visual or dust? Try and get to the crux of why they wont let you and try and talk them round

maybe offer them some £100 compensation for disruption etc

If it's essential work they can't stop you if you give notice and follow guides.

If you don't get on with them ask a 3rd party to mediate..

Technically you can't overhang either so I understand, so your plan to hang off roof could cause trouble.
