Have thay used the right bricks

Hi all wanted to know if thay have used the right bricks top of walls and below ground level i think it should be engineering bricks but thay don't look like thay are

What was specified? They don’t have to be engineers under ground, just frost rated
Top brick on edge course is often engineers but doesn’t necessarily have to be
