pipes protruding bricks

looking at a proberty today.... in side the proberty the plaster as fallen away ,, on the out side there looks like 2 courses of brick have been put under a upstairs window under these are what appers to be 4 pipes sticking out about one inch ,,, these look to be 15mm copper pipe thay are not on the inside,, what is there purpouse no other proberty as them thay are not connected to any plumbing and are not connected together,,, the pipes are about 2 feet apart

to expand a little the house is say 80 years old,, the front is stock brick which looks to be in a decent condition it looks that two courses of brick have been renewed in the past,, these being directly below the ft bedroom window the 4 pipes are in between the joints of these bricks,,,thay have been done when the brickwork was renewed as the bricks have been slightly chipped to accommodate them the reason i ask is the inside plaster work is badly damaged ,, how ever it is of lime sand mortar,,, and it look as if pointing will be required,,,, but what purpose could the pipes serve... as im a plumber i know they serve no plumbing need

As lgbrickwork said, the pipes must have been built in as some sort of weep holes.
Id cut them out and fit proper weep vents if needed.
