Is it ok to have a cover on the header tank to prevent any debris / dust getting into the system or should it remain open as the system name suggests?

It should have a cover on it and if it's located in a loft or other unheated space not only should it have a cover but it should also be insulated.

The open vent refers to the expansion pipe that is bent over and goes through the cover. It's 'open vented' in that the end of the pipe is open and doesn't have an valve that can be closed.
