The coffee shop next door (poppins in 2016) is not the same frontage as the google maps image also so 2006 would appear to be more accurate.

Judging by the comment on the audio, it was official police filming - so a set up in anticipation of a robbery attempt. It looks as if the taxi belonged to the police as well.
