I think I'm probably dreaming here, but anyone got any ideas on how to heat flagstones WITHOUT LIFTING THEM UP?

Heating flagstones without lifting??

Dig out the 'grout' out and run heating wires through.... Might transfer a little heat?
Of course you've got to lift them.
You can also dig out the base, add DPM and insulation, and relay them level. You may be able to turn them over for a flat floor, or buy salvage replacements for the ones you break.
While you have them up, see if the water pipe runs under the floor and needs replacing.

Run your underfloor heating and lay laminate on top. Not helpful I know, but imagine the surprise when someone from homes under the hammer lifts the laminate in 20 years time!

It looks as if the walls are resting on the slabs which may be the reason they cannot be lifted,.
Heat some slippers in the microwave and put them on to walk across the floor.
