Heating/HW Conflicts with Potterton Suprima 60F

I have a Potterton Suprima 60F gas CH system, installed 5 years ago, in a three storey townhouse (Boiler on top floor). A powerflush was done at that time.

HW is left permanently on, and is OK.

When CH turned on this Autumn, the two rads on the ground floor did not warm up. [NB This floor has always been colder than the others, just because of large window area]. However the rads always used to heat up fully.

Called out Brit Gas (twice). They've balanced and bled the radiators, checked the valves and the pump on the boiler, and the inlet valves on the rads. All seem OK. Water flow on one large double radiator on the first floor was turned down to try and divert heating to the ground floor, with limited success. [NB The room stat is located quite close to this large rad - so it would cause the CH to turn off once temperature was reached in this room only.]

There is no obvious sign of sludge, but when the HW is on the CH does not heat up the ground floor rads. When you turn the HW off, radiators do heat up downstairs (although not brilliantly). The boiler has just been maintained - so I'm assuming that's OK.

BG also said the boiler is undersized - but they calculated it in the first place, so :?:

I'm at a loss to know the best way to proceed to resolve this problem.

My thoughts are:-

1 Get BG back to test for sludge, then decide whether to manual flush or power flush
2 Fit thermostatic value to large rad on first floor to ensure it doesn't turn off room stat while rest of house is at a lower temperature
3 Check pump (again)

I'm loathe to pay out for a new boiler or powerflush if this isn't going to solve the problem.

Any suggestions gratefully received.
